MOSCOW. March 23 (Interfax) - The referendum in the
Chechen Republic can be conditionally regarded as an
accomplished event, Alexander Veshnyakov, head of Russia's
Central Election Commission, announced for the press in
Moscow.
"As the 50% barrier has been long
overcome, this [fact] arouses no doubt at all," said
Veshnyakov in reply to a question from Interfax.
At the same time, he emphasized that
officially, the referendum could be recognized as valid only
